Sheff Wed Faces Serious Challenges, States Football Regulator

'Our role is integral to football's future' - independent football regulator David Kogan

The Championship club's persistent issues constitute a "serious issue" and the new football authority is seeking powers to look into club affairs in such situations, its new chair the regulator has announced.

In a wide-ranging interview, the chairman, who was named to the position this week, expressed "sympathy" towards the club's followers.

The regulator engaged with four fan organizations representing the Championship side in recent days.

The Championship side have been facing challenges both on and off the pitch in this season, with the club delaying salary disbursements on several different times, including in the autumn.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a significant problem for football," the regulator explained.

"Sheffield Wednesday is one of the iconic names for the English game and recently we have met fan representatives.

"We are seeking authority... which will permit us to bring Wednesday and comparable cases referred to us if they need to be investigated and addressed."

Economic Challenges and Proprietorship Status

The club's controversial proprietor Dejphon Chansiri stated during the off-season he would be open to selling the club at their home ground, but he has not been able to secure a deal with interested parties.

Delayed salary payments on time in earlier this year caused limitations by the English Football League (EFL) in mid-year, blocking the team from conducting any transfers or loans for the next three transfer windows, although those limitations were removed in late summer.

Official's Viewpoint

The regulator explained: "The position was created for the fans of Sheffield Wednesday, teams facing challenges where fans are dedicated to a regional establishment that has represented their community in many cases.

"I completely understand Sheffield Wednesday, as I do for all the clubs that over recent decades have faced collapse, or been close to going to the wall, for causes separate from the fans themselves."

When asked if the authority might compel an proprietor to divest a club if they are considered unfit, the regulator answered: "When asking whether 'would we intervene in the final instance?', the response would be once we gather the evidence and understand the situation, we will."

But Kogan stressed that compelling proprietors to divest clubs would be treated as a "last resort" and the regulator would prefer to collaborate with owners.

"Our least desirable course of action is start getting involved with an specific team, an individual owner, without being in a position to cooperate with that chairman to fix the problems affecting the organization and the proprietor's dealing with," the regulator explained.

"But the truth is, when you examine the past of the game, over the past few decades there have been some owners, not many, but some who have been irresponsible in the approach they have taken toward their clubs and ultimately decline to assume obligation for the long-term prospects."

'Mistakes could erase significant advances'

The chairman convened with delegates from multiple organizations to detail the scope of the authority recently and stated it constituted a "forward-thinking discussion" with a "substantial involvement" from the National League to the Premier League.

"The role holds considerable importance, because if we get it wrong, if the football community fails, the extraordinary progress that's been made might evaporate rapidly," the chairman stated.

"Such an outcome is universally undesirable in the context of the English game is a major achievement - we need to continue the progress.

"Considerable investment coming into football and has come into football for the last 20 or 25 years, because there's no guarantee it will keep flowing into the sport, which is one of the reasons why I think we have to adopt a precise perspective on challenges and obviously, of the coming seasons."

Premier League Concerns

Top flight officials resisted the establishment of an oversight body because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the chairman responded: "I fully support the success and growth as an commercial operation of the elite league.

"I of all people understand the worry about compromising the Premier League as a premium product of England. But at the same time, if you talk to the Premier League after this week's discussion, they would have had a significant degree of comfort -and, indeed, they have been informing us confidentially they have a considerable comfort."

Political Connections

Kogan is still facing a "full inquiry" by the official appointments authority after he disclosed making donations to the political party in the past.

The official provided financial support for Culture Secretary the minister's leadership bid, along with that of the government leader.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," the regulator explained.

"I am no longer involved in any form of political activity."
